Rebecca Davis has called Jacksonville, Florida home since 1997. With a Bachelor of Science in Healthcare Administration from Albany State University, she brings over 20 years of experience in management, fostering genuine care and leadership. Rebecca is passionate about serving others, a mission she fulfills through her involvement in her church’s Helping Hands Ministry and Delta Sigma Theta Sorority, Inc.
Inspired by her deep love for people, Rebecca founded R.E.S.T.O.R.E. to help ex-offenders successfully reintegrate into society. She believes that with the right support and skill development, recidivism rates can be significantly reduced. Her vision for R.E.S.T.O.R.E. is to build hope, character, and stronger communities, not more prisons.
President
JP Mills has dedicated over 30 years to the Federal Aviation Administration, where he has held various key roles. His experience includes positions as an Electrical Engineer, Supervisor of Technical Evaluation, System Maintenance Manager overseeing operations across multiple states, and Human Resources Branch Manager, where he trained over 1,000 personnel and managed a $138 million budget. He has also served as an Executive Advisor and District Manager.
Driven by a deep commitment to community service, JP joined the R.E.S.T.O.R.E. Board of Directors, eager to make a positive impact on the Jacksonville community.
Chief Financial Officer
A Jacksonville native, Tony is a mechanical engineer and entrepreneur with experience across various industries and continents. He owns a real estate business with his wife, Lindsay, and operates a consulting firm. Self-taught in many aspects of real estate, Tony is passionate about paying it forward. He contributes his real estate expertise to R.E.S.T.O.R.E. and is dedicated to supporting the financial education of its participants.
Hillary Berger moved to Jacksonville, FL, in 2003 after earning her Bachelor’s in Exercise Science from Valdosta State University. Over 19 years, she has volunteered for various organizations and served on several non-profit boards. Since 2012, Hillary has been involved with Adoption Authority, managing operations before becoming Operations Coordinator. She earned her Master’s Degree in Social Work from Florida State University in 2019 and is a Registered Clinical Social Worker Intern. Currently, she is the Director of Development at Advocates for Children and Families, a nonprofit focused on helping children and families thrive.
Rosetta P. Taylor is an author, publisher, and retiree with 32 years of federal service, specializing in addiction, incarceration, and recovery. A Federal Law Enforcement Academy graduate, she served as a Correctional Officer, Case Manager, Drug Treatment Specialist, and Unit Manager. After retiring, she worked with Reentry Alliance Pensacola, Inc. (REAP) to support reentry into communities. Rosetta is a certified Lean Black Belt and has professionally published four videos and two books. She holds degrees from Virginia State University and the University of St. Francis and lives in Jacksonville, Florida.
A proud mom of two, Lucas (24) and Carly (19), Jackie graduated magna cum laude from Kennesaw State University in 1995 with a Bachelor of Science in Information Systems. With over 25 years of experience in data analytics, she founded Data 4 Change in May 2023. This non-profit focuses on criminal justice reform, using data to advocate for better opportunities for the incarcerated and previously incarcerated and to challenge and improve Florida’s criminal justice policies.
Jada Peterson is the Program Director for the Shaping Success for Women Re-entry Program at Gadsden Correctional Facility, where she empowers women to lead healthy, successful lives. She ensures that pre- and post-release goals are met and provides essential tools for successful reentry, achieving a recidivism rate of less than 1%. With over 20 years in the Department of Corrections, Jada has advanced from Corrections Officer to her current role. She holds a Bachelor’s in Criminal Justice and various certifications, including Florida Master Money Mentor Program and Gender-Responsive Approaches for Women. In her free time, she enjoys crocheting and spending time with her family and pit bull, Alexander.
Sarah is a tax partner at PricewaterhouseCoopers, LLP, leading the Florida Market Private Company Practice. With over 23 years of experience, she serves a variety of privately held businesses, including multinational corporations and private equity-backed companies.
Sarah has also been active in board service, including four years on the Finance Committee for Horizons Atlanta, a program supporting underserved K-12 students. She holds a B.S. in Accounting and a Master’s in Accounting in Taxation from the University of Florida and is a Certified Public Accountant in Georgia and Florida. Sarah is a member of the American Institute of Certified Public Accountants and the Georgia Society of Certified Public Accountants. In her free time, she enjoys working out and spending time with her husband, Lamar, and their daughters, Sonia and Victoria.
